In a meeting held this Monday, December 19, the CCJ (Commission on Constitution, Justice and Participatory Legislation) approved the legality opinion for PL (Bill) 691/2022, authored by councilor Xexéu Tripoli (PSDB) , which aims to prohibit the use of animals in sports activities involving gambling.
In the justification of the PL, it is argued by the author that the practice of gambling is prohibited in Brazil, even in the sports scenario. In addition, the councilor points out that the use of animals for gambling is something obsolete and that it conveys values that are incompatible with the present day.
Councilor Rubinho Nunes (UNIÃO) – who has already declared himself against the project – says that the discussion of betting and the use of animals was not addressed in the most adequate way in the PL, recalling the debate around the closure of the Jockey Club of São Paulo: “The Jockey Club is a historic place in the city and more than 80 families live directly from the activities. The animals that are there are treated better than many people”.
Rubinho also highlighted that the ban does not seem appropriate and that the project goes against the natural process of legalizing sports betting – which has been building since 2018 in the government of then President Michel Temer.
Councilman Professor, Toninho Vespoli (PSOL), said the following about the games: “I am in favor of families and children being able to feed themselves and many times the patriarch loses almost all of his salary in these games”.
Other projects approved at the meeting
Also during the meeting, the collegiate approved an opinion on the legality of PL 687/2022, authored by the Executive, which grants indefinite validity to medical reports that attest to permanent disability for the purpose of access to municipal public programs and services. The final essays of three projects were also approved, check out:
- PL 613/2022: remits IPTU (Urban Territorial Property Tax) credits for social interest housing;
- PL 670/2022: extends the deadline to March 31, 2023 for the participatory review of the Strategic Master Plan;
- PL 517/2021: deals with the Incentive and Awareness Campaign of the population on the importance of preventive practices called “Proteja-se SP” against Covid-19 and other Respiratory Syndromes.
