The CBF has shown interest in increasing its share of the profits generated by betting, amid government negotiations behind the scenes. The entity presented its demands to the Ministry of Finance for changes in the provisional measure that will regulate the sector.

As established by Law 13,756/18, Brazilian sports entities that allow the use of their brands by bookmakers are entitled to receive 1.63% of the net revenue generated by the companies. However, CBF is claiming to receive 4% of gross revenue.

In addition, the confederation suggests that the government recognize that the financial payment would be remuneration for the use of club and championship brands, and not a transfer of public money. This would allow the CBF to be free from inspections by public bodies.

The entity’s demands were presented to the Ministry of Economy, which in turn consulted the Federal Revenue Service. The first impression of the bodies was negative in relation to the requirements. Now, the CBF seeks to schedule a meeting with President Luiz Inácio Lula da Silva and Minister Fernando Haddad to discuss the matter.

In addition, the CBF has held meetings with the clubs to align the distribution of the amounts collected. The sporting body plans to transfer 80% of the amount to the clubs and keep 20% for the development of Brazilian football. The argument is that, while the teams assign their own brands, the confederation assigns the rights to the tournaments.

The CBF clarifies that it will not yet comment on the matter. The document in question, sent at the request of the Ministry of Finance, is still preliminary. It is a complex and unprecedented issue. Therefore, it will be subject to appreciation by all parties involved.

As part of this process, representatives of clubs from series A and B, including, met with the CBF last week for discussions on the subject. All clubs present were informed that the document presented was not a definitive text, only a starting point.

“We will do the same with representatives of Serie C and D and women’s football. In my management at the head of the CBF, open and democratic dialogue will always be respected. Our commitment is to listen and give voice to everyone. Undeniably, betting revenue is another source of income for clubs. But it is necessary to understand, discuss and reach a consensus”, highlighted the president of the CBF, Ednaldo Rodrigues.

“Only after extensive debate will the agenda for a provisional measure be forwarded to the Federal Government,” he added.
