Raspadinhas Caixa pretende retomar operação no segundo semestre.

The president of Caixa Econômica Federal (CEF), Rita Serrano, declared this Thursday, the 17th, that there may be news in the lotteries by the end of the year. According to her, Caixa should return to operating scratchcards, as the instant lottery (Lotex) is called.

“We are preparing to return to take over the instant lottery”, said the executive in an interview to the press.

Caixa Econômica Federal ran Lotex until 2016, when the modality was ended by the government of Michel Temer (MDB).

The relaunch of scratchcards is a project of the Federal Government‘s economic team, which expects to raise up to R$ 5 billion with the product, according to information from the Estadão.

In addition, Rita Serrano claimed that Caixa Econômica intends to operate in other lottery modalities, but did not reveal details.

The CEF president stated that the bank’s performance in the second quarter of 2023 confirms the resumption of the public role, after the transition between the Bolsonaro and Lula governments. According to her, even under pressure, her management has shown competitive results.

“Second quarter earnings are positive, 40% year-on-year growth based on credit,” she said.

“Even with the management under strong pressure, we present the result of an agent that competes in the financial system”, he added.

Government can use modality to promote inclusion in the labor market

This measure aims to revert the flexibility policies adopted by the previous government and strengthen the financing of social programs through the resources derived from the bets.

Thus, the government understands that the measure can serve as a public policy to include people with disabilities in the labor market.

Government members analyzed data from the IBGE (Brazilian Institute of Geography and Statistics) that there are about 17 million people with some type of disability in the country.

The data also indicate that this group has lower rates of occupation, formalization and income.

Recent History of Scratchcards

Today, there are no scratchcards in Brazil. Lotex was marketed by Caixa, but in 2016 it entered the National Privatization Plan.

The first auction should have taken place in June 2018, but there were no interested parties.

In 2019, the government changed the conditions to attract interested parties. That year, an international consortium won the concession.

However, the concession process stalled due to lack of understanding between the consortium and the government. The consortium abandoned the process.
