The manipulation scandal in Brazilian football caused the Federal Government to change the inspection mechanisms in the sports betting PM.

According to an article by Metropoles, an internal document from the folder, dated July 5, indicates that two items were added to the final proposal of the provisional measure (MP) due to fraud committed by players.

The report was signed by Fernanda Cimbra Santiago, special advisor to Minister Fernando Haddad. The document was obtained through the Access to Information Act (LAI).

The advisor pointed out that, “considering the recent episodes of manipulation of results in sports betting”, the Treasury inserted an item in the MP that grants powers to the ministry “to determine the suspension or prohibition of bets on intercurrent and/or specific events, which occurred during the race or match, other than the specific prognosis of the final result”.

Soccer players are being investigated by the Public Prosecutor’s Office for having been deliberately warned with yellow and red cards in matches in Series A and B of the Brazilian Championship and State Championships.

In addition, players would have committed penalties in order to collaborate with an illegal gambling scheme. Therefore, the Chamber of Deputies is promoting the sports betting CPI to investigate the situation.

In the LAI request, Guilherme Amado’s column in Metropoles asked for all the documentation that the Ministry of Finance used to prepare the sports betting MP sent to the National Congress.

Ministry of Finance added inspection mechanisms to the sports betting MP

One of the files used is a report by the Associação Brasileira de Defesa da Integrida do Esporte (Abradie) jointly developed with Genius Sports, a sports technology and data company, on the relationship between betting regulation and match-fixing.

The study was mentioned in the final version of the sports betting PM as a justification for the Treasury to have powers to veto bets on intercurrent events, instead of prohibiting them completely.

“Such types of betting represent 10-20% of the overall turnover of regulated sports betting, (…) which is why a simple ban would significantly impact the sector and, consequently, tax collection and social allocations, in addition to privileging the non-profit market. regulated betting market, undermining the necessary channeling to the regulated market”, according to the document.

Also according to the documentation, another item was included in the final proposal to require bookmakers to report “events suspected of manipulation to the Ministry of Finance within five working days, counting from the moment the operating agent became aware of of the suspicious event”.
