On Wednesday (10), the Ministry of Finance, in collaboration with Serpro, held a meeting with approximately 200 representatives from fixed-odd betting companies.
This was a meeting aimed at companies that showed interest within the deadlines established by Normative Ordinance MF No. 1,330, of 2023. The main objective of this meeting was to present the platform testing process.
The initiative strives to ensure that betting companies operate within a transparent regulatory framework, protecting consumers and promoting an ethical environment.

During the meeting, participants outlined the guidelines for conducting the tests, contributing to evaluating the technological infrastructure necessary to efficiently and accurately transmit information to the Ministry of Finance.
This assessment aims to ensure that the betting system developed by the Ministry of Finance and Serpro can manage transactions and data flow during operation.
The testing period aims to prepare betting systems for the adaptations essential to obtaining authorization. The intention is to facilitate effective entry into the Brazilian sports betting market.
This approach ensures a smooth transition to full operation, minimizing disruptions and ensuring regulatory compliance from the start.
Only companies that expressed interest in accordance with Normative Ordinance MF No. 1,330, of 2023, will be allowed to participate. Signing a Confidentiality and Secrecy Agreement is mandatory, with a deadline for delivery of January 19th.
How will Serpro tests work?
Testing is scheduled to begin on February 19th, covering connection assessments and data representative of a consistent period of betting.
Additional tests will focus on volume and the ability to support high loads on the infrastructure, ensuring the robustness of communication between the Ministry of Finance’s management system and betting systems.
It is important to highlight that carrying out the tests is not compulsory, nor does it constitute prior authorization or certification of betting systems.
All data collected during this phase will be deleted upon completion of testing at the end of this process, scheduled for April 5th.
