Anápolis City Hall is taking important steps towards the creation of Lotan, the Municipal Lottery.
The call to carry out technical-operational, economic-financial and legal-institutional feasibility studies was published in the Official Gazette of the Municipality. This marks the beginning of the structuring of the model for delegating municipal lottery services.
Lottery can increase municipal revenue
Mayor Roberto Naves (Republicans) announced the public call during the presentation of the municipal administration’s accounts at the City Council.
He highlighted the importance of creating the lottery to reduce the monthly deficit of Issa (Anápolis Civil Servants’ Social Security Institute).
Thus, complementary law No. 535/2023, which established Lotan, establishes that the service can be explored directly or indirectly by the Executive Branch.
Therefore, the first step towards realizing Lotan is hiring a specialized company to carry out studies to define the best exploration model.
But if the City of Anápolis chooses to outsource the lottery, through a public concession, it will be up to it to supervise the service.
According to the law, Lotan will use the money collected to pay operating expenses and prizes, taking income tax into account.
Thus, of the total collected, 80% will be allocated to Issa and 20% will be applied to social programs in the areas of sport, culture and tourism.
The company responsible for managing Lotan, by concession or permission, will have the following responsibilities:
- Preparation of draw plans
- Equipment supply
- Distribution
- Sales
- Marketing
Winning company will have his operations audited
n addition, the company will be responsible for paying premiums, administrative, financial and statistical control of sales, collection and collection of applicable taxes.
The law also provides that the executing company must provide, within 60 days after the end of the fiscal year, an audited copy of its operations.
Therefore, those interested in participating in the public call for feasibility studies on lottery services must submit documents to the Permanent Bidding Committee of the City of Anápolis by March 27th.
