Commission approves creation of support fund for Apaes based on Mega-Sena transfers

The Committee for the Defense of the Rights of People with Disabilities of the Chamber of Deputies approved Bill 1372/19. The PL establishes the National Fund to Support Associations of Parents and Friends of Disabled People (Apaes).

The fund will be financed by transfers from Caixa Econômica Federal, corresponding to 0.5% of Mega-Sena prizes.

The project rapporteur, deputy Weliton Prado (Solidariedade-MG), made adjustments to the original text to ensure greater clarity and precision. He stated that “with the proposal, there will be support for assistance actions, care and treatment for people with disabilities”, highlighting the importance of the fund for the continuity of services provided by Apaes.

Source of resources

According to the approved text, the resources allocated to the Apaes fund will come from transfers from Caixa Econômica Federal. These resources correspond to 0.5% of the prizes drawn by Mega-Sena.

Mega-Sena is the best-selling federal lottery, with a 41% market share. This measure aims to guarantee a constant and significant source of financing for Apaes, reducing their dependence on donations and public resources.

Former deputy Vinicius Farah (RJ) presented the bill in response to a request from Apaes, which is facing financial difficulties. Currently, Apaes receive public resources through Fundeb and FNDE, in addition to donations. However, these resources have proven to be insufficient to cover all the institutions’ needs.

Caixa data shows that lotteries raised R$23.4 billion in 2023, allocating R$9.2 billion to areas such as social security (43%), public security (26%) and sports (18%). In a Federal Lottery themed contest, Apae received R$1.1 million, highlighting the fundraising potential of lotteries for social causes.

Next steps if the Mega-Sena fund is approved

The bill will still be analyzed by the Finance and Taxation, and Constitution and Justice and Citizenship committees. After approval by these committees, the project will go to the Senate.

If approved, the fund could become an important source of resources for Apaes. Thus, ensuring the continuity and expansion of services offered to people with disabilities.

The creation of this fund is a significant step towards ensuring the necessary support for Apaes, institutions that play a crucial role in the assistance and inclusion of people with disabilities. The measure not only guarantees funding, but also reinforces the State’s commitment to promoting the rights of these people.
