Presidente da CPIBETS, senador Dr. Hiran (PP-RR)

The Federal Audit Court (TCU) authorized, this Wednesday (19), the release of documents and studies on the regulation of sports betting for the Bets CPI. The decision came after a request from Senator Dr. Hiran (Progressives), president of the commission. The full ruling is available in PDF, click here to read it in full.

The CPI was established to investigate the influence of online betting on the family budget, possible links with criminal organizations and the role of digital influencers in promoting these services.

Request from Bets CPI to TCU

In the request sent to TCU, studies were requested in four main areas. First, supervision and economic impact, therefore, focusing on capital flow and tax collection.

Second, the social effects, including the debt of bettors and the impact on beneficiaries of social programs, such as Bolsa Família. Third, money laundering, with investigations into the use of platforms for illicit activities. Finally, data security, analyzing vulnerabilities in the protection of user information.

The TCU was already carrying out control actions to supervise the sector. In 2024, the Court adopted measures to prevent the use of resources from social programs in betting and initiated seven processes to evaluate the regulation and its effects. Among the studies, the following stand out:

  • TC 024.852/2024-4: survey on the costs of betting on public health and impacts on the SUS (Unified Health System);
  • TC 024.146/2024-2: assessment of the volume of money spent by Bolsa Família beneficiaries on betting;
  • TC 024.430/2024-2: monitoring the actions of Coaf (Financial Activities Control Council) and the Ministry of Finance against money laundering in the sector;
  • TC 026.536/2024-2: analysis of regulations by the Ministry of Treasury.
  • One of the studies revealed that 63% of bettors had their income compromised, with a significant impact on classes D and E. Furthermore, the TCU identified that the sector presents challenges such as the need for greater transparency and control over financial activities.

Finally, the release of the documents by the TCU reinforces the CPI’s commitment to investigating the impacts of online betting. In this way, the commission seeks to propose measures to regulate the sector and mitigate its effects on society.
