Ministry of Treasury Ordinance defines interministerial Working Group focused on mental health

The Ministry of Treasury, under the leadership of Minister Fernando Haddad, recently launched Ordinance MF nº 153, of February 21, 2025.

This ordinance has as its main objective the formation of an Interministerial Working Group focused on mental health and the prevention of harm associated with problematic gaming.

The initiative seeks to promote cooperation between different ministries, ensuring a more integrated and effective approach to facing these challenges.

Below, read the ordinance in full:

THE MINISTER OF STATE OF TREASURY, in the use of the powers conferred on him by art. 87, sole paragraph, items I, III and IV of the Constitution, and in view of the provisions of Law No. 14,790, of December 29, 2023, as well as art. 3rd, §3rd, of Interministerial Ordinance MF/MS/MESP/SECOM nº 37, of December 6, 2024, resolves:

Art. 1 The following members are appointed to form the Interministerial Working Group on Mental Health and Prevention and Harm Reduction from Problem Gambling, established by Interministerial Ordinance MF/MS/MESP/SECOM No. 37, of December 6, 2024:

I – of the heads of the Ministry of Treasury:

a) Carolina Yumi de Souza, Secretary – Deputy for Prizes and Bets;

b) Daniele Correa Cardoso, General Coordinator of Responsible Gaming Monitoring;

c) Francisco Carvalheira Neto, General Regulation Coordinator; and

d) Andiara Maria Braga Maranhão, Substitute Responsible Gaming Coordinator;

II – from the heads of the Ministry of Health:

a) Sônia Barros, Director of the Department of Mental Health, Alcohol and other Drugs;

b) Gabriella de Andrade Boska, Management Coordinator of the Psychosocial Care Network;

c) Gilmara Lucia Santos, Director of the Department of Prevention and Health Promotion; and

d) Letícia de Oliveira Cardoso, Director of the Department of Epidemiological Analysis and Surveillance of Non-Communicable Diseases;

III – from the heads of the Ministry of Sports:

a) Giovanni Rocco Neto, National Secretary of Sports Betting and Economic Development of Sports;

b) Diogo Ferreira Barros Medeiros de Souza, Director of Development, Entrepreneurship and Digital Economy;

c) Ermeson de Amorim Melo, General Coordinator of Fixed Odds Sports Betting Consent; and

d) Danilo Barbosa Mendonça, General Coordinator of Economic Development of Sport;

IV – the holders of the Social Communication Secretary of the Presidency of the Republic:

a) Mariana Giancoli Cardoso Pita, General Coordinator for the Promotion of Diversity and Pluralism;

b) Denis Rodrigues da Silva, General Coordinator of Rights Protection on the Network;

c) Renata Tavares do Rêgo, Chief of Staff; and

d) Márcia Luiza de Araújo e Souza, Director of Strategy and Information;

V – of the substitutes of the Ministry of Treasury:

a) Leticia Soeiro, Responsible Gaming Coordinator;

b) Beatriz Pioltine Macedo Costato, Assistant to the Office of the Prizes and Betting Secretariat;

c) Marcelo Damato, Technical Advisor at the Prizes and Betting Secretariat; and

d) João Paulo Resende Borges, General Coordinator of Systems at the Prizes and Betting Secretariat;

VI – of the substitutes of the Ministry of Sports:

a) Lucas Alexsandro Rodrigues Pinheiro, Chief of Staff of the National Secretariat for Sports Betting and Economic Development of Sports;

b) Diana Carvalho de Freitas, Technical Advisor to the Development, Entrepreneurship and Digital Economy Directorate;

c) Márcio Zuba de Oliva, General Coordinator of Games, Electronic Competitions and Events; and

d) Lorena Martins Passos, General Coordinator of Combating Offensive Practices in Sports Betting;

VII – of the substitutes of the Secretary of Social Communication of the Presidency of the Republic:

a) Mayra Tiemi Yonashiro Saito, General Coordinator of Freedom of Expression and Combating Misinformation;

b) Julia Faustina Abad, Coordinator of Rights Protection Policies on the Network;

c) Carolina da Rocha Bizarro, General Content Coordinator; and

d) George Marques da Silva e Silva, Project Manager.

Art. 2 This Ordinance comes into force on the date of its publication.
