The Senate Sports Committee (CESp) will hold a public hearing next Wednesday (23), at 9:30 am, to debate two bills that aim to restrict the advertising of fixed-odds bets, popularly known as bets.
Up for discussion will be Bill 2,985/2023, which proposes to prohibit the advertising of these betting services, and Bill 3,405/2023, which seeks to ban athletes and celebrities from promoting sports betting platforms.
The meeting is in response to requests from Senators Carlos Portinho (PL-RJ) and Jorge Kajuru (PSB-GO). Senator Styvenson Valentim (PSDB-RN), author of the first bill, argues that, considering the economic power accumulated by betting companies, it is up to the Legislature to establish limits for this activity. Portinho is the rapporteur of this proposal.
On the other hand, Bill 3,405/2023, authored by Senator Eduardo Girão (Novo-CE), has a similar objective. Reported by Senator Sérgio Petecão (PSD-AC), the text aims to include a ban on advertising by sports teams, athletes, former athletes, as well as presenters or commentators of any modality and media outlet.
Furthermore, the project bans advertising carried out by celebrities, digital influencers or any people who can significantly influence public behavior, as will be defined in specific regulations.

- Flávio Ferreira de Lara Resende, president of the Brazilian Association of Radio and Television Broadcasters (Abert)
- Heloísa Diniz, public relations officer at the Betting and Fantasy Sport Association (ABFS)
- Hermano Tavares, psychiatrist and professor at the University of São Paulo
- Juliana Nakata Albuquerque, executive vice president of the National Advertising Self-Regulation Council (Conar)
- Luiz Felipe Guimarães Santoro, legal advisor to the Brazilian Football Confederation (CBF)
- Maria Góes de Mello, coordinator of the Children and Consumption Program at the Alana Institute
- Renato Meireles, representative of the Locomotiva Institute
How to participate in the event
The event will be interactive. Citizens will be able to send questions and comments by calling the Senate Ombudsman’s Office (0800 061 2211) or through the e-Citizenship Portal. Contributions will be read and answered by senators and debaters during the live broadcast.
The Senate provides a declaration of participation, which can be used as proof of complementary activity in university courses. In addition, the e-Cidadania Portal also receives opinions from citizens on projects being processed in the Senate, as well as suggestions for new legislation.
