The beginning of 2025 marked much more than a new year. For the iGaming sector, it gave rise to a fully regulated online gaming market, under Law 14.790/23 and consecutive ordinances from the Secretariat of Prizes and Bets (SPA/MF). Four months later, the sector is already showing superlative numbers, with 5 billion accesses to betting platforms in the first quarter alone.

In other words, 650 visits per second. However, there was also a reduction in the offering of titles. In this highly competitive environment, the portfolio was one of the main points of differentiation between platforms. But operators had to reposition themselves in their compliance practices to fully meet Brazilian requirements.

Portfolio reformulation after Law 14,790

A recent survey on content integrations shows that the number of studios with a minimal presence (1 to 5 operators) plummeted 59%, falling from 208 to 86, while suppliers plugged into 10 to 13 operators doubled from two to four. The message is clear: only those who can recertify games will survive.

In addition to, of course, displaying paytables in Portuguese for each session and offering detailed documentation, all within the deadlines set by SPA. Mega Dice is an example of a platform that has managed to maintain its offering of certified slots, prioritizing titles from studios such as Pragmatic Play and Red Tiger (present in more than ten local operators) and removing games that are still awaiting validation.

For the user, this means a smaller but safer library, with audited RTPs described in accessible language. This also makes compliance a competitive advantage. According to Ordinance SPA/MF 817/2025, all communications from dealers in live rooms must be in Portuguese from July onwards.

Another important change is the payment in up to 120 minutes, the regulatory limit, via Pix. Some platforms are implementing facial verification systems, currently in the final testing phase among IBJR members, to allow withdrawals without bureaucracy and, at the same time, prevent multiple accounts.

According to Regis Dudena, Secretary of Prizes and Bets, when commenting on the regulatory agenda, he reported that the new rules do not hinder growth, they filter who is willing to play according to best practices.

Market data: Drop in providers, jump in revenue

Although 122 providers did not pass the initial regulatory screening, the number of authorized operators grew from 150 in January to 170 in March. Product photography reveals another trend: sports betting should represent 55% of Brazilian GGR in 2025, compared to 27% for slots and 6% for live casino games, according to a study by H2 Gambling Capital published by the Games Magazine Brasil portal.

In addition to the percentages, the revenue is also impressive. Projections from the Ministry of Treasury estimate that the market will generate R$29 billion in 2026, reinforcing the appetite of players for the local potential. With the lean curation, the player finds less than a thousand slots, compared to more than 2 thousand before the regulation.

But each title displays verified RTP, audit date and rules text in simplified Portuguese. This new standard is already translating into trust metrics. An opinion poll published by iGaming Brazil shows that 78% of users feel “safer” playing on regulated sites.

SPA estimates to complete the 2nd round of licenses by September 2025, when it should require all websites to be in the “bet.br” domain and complete the migration to the national betting monitoring system.
