On Tuesday, the 23rd, the Paraná State Lottery (Lottopar) organized an educational lecture aimed at the Paraná Clube U-20 team. The activity took place at the Érton Coelho Queiroz Stadium – Vila Olímpica – and was attended by athletes, directors and professionals from the club. The main objective was to raise awareness about the regulatory scenario of sports betting in Brazil.
The lecture was led by Lottopar’s Operations Director, Fabio Veiga, and Operations Advisor, Pablo Wosniacki, a lawyer specializing in Sports Law. The event also welcomed the club’s Football Director, Carlos Bonatelli, and nutritionist Rafael Morais.
This initiative is part of a series of educational activities promoted by Lottopar, focused on training young athletes. The aim is to share technical and legal knowledge, as well as to warn about the risks involved in illegal betting and match-fixing.
According to Pablo Wosniacki, Operations Advisor at Lottopar: “The current legislation, especially after the publication of Law 14,790/2023, brings a clear framework of responsibilities and prohibitions to professional athletes and even those in the youth categories.
Betting on your own competitions or manipulating results may constitute civil, administrative and even criminal offenses.
Our role here is to shed light on these issues, showing that, in addition to the impact on a career, there are serious legal consequences. The athlete needs to understand that integrity is not just a moral value – it is a legal duty.”
New betting legislation in Brazil
During the presentation, Fabio Veiga and Pablo Wosniacki addressed topics such as the new fixed-odds betting legislation in the country, the profiles that cannot bet and the possible sanctions related to infractions.
National and international cases were also discussed, considered examples for athletes, and the reflection on the importance of preserving sporting integrity and the reputation of players marked the meeting.
Fabio Veiga, Director of Operations, highlighted: “Lottopar’s mission goes beyond regulation and oversight. We understand that investing in the integrity of sport starts with education.
More than just training athletes, we want to contribute to the development of citizens. Each young person here carries a dream, but also a responsibility.
Integrity begins with the first kick, but is consolidated with information, right choices and awareness of your role in society.”
Paraná Clube’s Football Director, Carlos Bonatelli, highlighted: “It is an extremely important subject, even more so in the current moment of sport – not just football, but sport as a whole.
Increasing athletes’ knowledge about the laws, their conduct and the sanctions they may face if they do not act in accordance with the law is essential for the formation of conscious and responsible citizens.”
Lottopar’s commitment to safe gaming
Lottopar is committed to promoting a safe, transparent and responsible gaming environment, following international standards. Finally, the lectures also publicize official channels for reporting and support. Anonymity and protection are ensured for those who decide to act in accordance with integrity in the sport.
The Paraná Football Federation (FPF) and Lottopar have a Cooperation Agreement that establishes the exchange of information, training and educational actions for athletes and managers.
Clubs affiliated with the FPF can request lectures either through the Federation itself or directly with Lottopar, via email fabio.j@lottopar.pr.gov.br.
The Paraná Futsal Federation (FPFS) has a similar agreement. Soon, affiliated clubs will also receive educational activities promoted by the Paraná Lottery, expanding the reach of the culture of integrity in state sports.
