France’s gaming market to reach €14 billion in revenue by 2024

In 2024, France’s gambling market, recognized by regulator Autorité Nationale des Jeux (ANJ) as the fourth largest in Europe, recorded €14 billion in gross gaming revenue (GGR, or Gross Gaming Revenue, meaning all revenue collected before taxes and prizes paid to players). This represents a growth of 4.7% compared to the previous year.

The result was driven mainly by the expansion of the online lottery and sports betting segments. Online sports betting revenue grew by 19% to €1.8 billion. At the same time, total online gaming revenue increased by 12% to €2.6 billion.

Number of active accounts in the French gaming sector

The number of active player accounts in the online sector also increased, registering 5.7 million accounts. This represents an increase of 11% compared to 2023. Sports betting led this growth, while poker and horse racing showed more discreet advances. In addition, there is the presence of a younger audience, as 30% of sports bettors are between 18 and 24 years old.

FDJ United continues to focus on the domestic market, with a GGR (gross gaming revenue) of over €7 billion. This represents a 6% increase compared to the previous year.

On the other hand, PMU maintained stability in net profits and an increase in the player base. Even so, the company faced a slight drop in its market share.

For comparison purposes, the European Gaming and Betting Association (EGBA) reported that Europe’s gross gambling revenue reached €123.4 billion in the 2024 financial year, according to a report published in March 2025. This amount indicates an annual growth of 5%, with online gambling accounting for 39% of the European market.

In April, FDJ United reported revenue of €925 million in the first quarter. During that period, the company saw a 21.8% drop in international lottery revenue. According to the company, performance was affected by changes in fees, European football competition formats and retail product offerings.
