The Ministry of Tourism made the first transfer of funds to Embratur (Brazilian Tourism Company) from the sports betting market. On Tuesday (6), it released a total of R$40 million to the agency, currently chaired by Marcelo Freixo. The transfer complies with the provisions of the legislation sanctioned by President Luiz Inácio Lula da Silva the previous year.
The law requires that 28% of taxes generated by net profits from betting prizes must be directed to tourism. Of this percentage, 22.4% is given to the Ministry of Tourism and 5.6% is allocated to Embratur. These amounts are essential to expand and strengthen national and international actions to promote Brazilian tourist destinations.
Sports betting operators must follow rules for social purposes
The legal framework responsible for the transfer is part of broader measures to regulate and enhance the betting market in Brazil. The rules defined by Law No. 14,790/2023 ensure greater organization in the sector, in addition to providing for substantial revenue.
In 2024, estimates indicate that sports betting will generate around R$130 billion in the country, consolidating Brazil as the third largest market in the world in the segment.
In addition to direct transfers to tourism, the legislation seeks to ensure the transparent use of these resources. In July 2024, the Ministry of Treasury published an ordinance establishing that betting operators must forward the amounts directly to the National Treasury.
The document requires operators to keep all receipts available for inspection for up to five years. Otherwise, they will be subject to administrative, civil and criminal penalties.
