Simone Vicentini leaves position at the Prizes and Betting Secretariat

Simone Vicentini, who held the position of deputy secretary at the Prizes and Betting Secretariat (SPA), has just left the position. Appointed in February to lead the process of implementing the regulation of sports betting and online gaming, her departure was expected with the appointment of the incumbent, Régis Dudena.

How Simone Vicentini acted

Before taking over as deputy secretary, Simone Vicentini coordinated the general lotteries. His appointment came directly from the Minister of the Civil House, Rui Costa.

During her brief tenure, Simone Vicentini organized the team and launched the ordinance that allowed the certification of betting systems, live gaming studios and online games.

In addition, he led the edition of the ordinance that established the SPA Regulatory Policy and Regulatory Agenda. Since the beginning of her work at SPA, Simone Vicentini has highlighted the importance of the moment Brazil is going through in defining clear rules for the online betting and gaming segment.

In an open letter on LinkedIn (full here), Simone Vicentini assessed her work and important points.

  • Sanction of Law 14,790, of 12/30/2023. It was necessary for the beginning of the regulation of fixed odds betting in Brazil;
  • Development of the Betting Management System – SIGAP. This was the beginning of data sending tests;
  • Creation of the Prizes and Betting Secretariat of the Ministry of Finance. Thus, it was responsible, among other duties, for regulating fixed odds bets;
  • Publication of the first regulatory Ordinances. Qualification of certifying entities for betting systems, live gaming studios and online games (Ordinance SPA/MF 300, of 23/02/2024) and the discipline of payment transactions (Ordinance SPA/MF 615, of 14/04/ 2024).

Furthermore, Simone Vicentini thanked former secretary José Manssur for the work done since the beginning.

New Secretary Regis Dudena

Regis Dudena, the new Secretary of Prizes and Bets, boasts a doctorate in Law from UFMG. His specialization is on Studies of the National Financial System and combating administrative and criminal offenses.

He has already managed the legal side of ANTF (National Association of Railway Transporters), a major association in the railway transport sector.

Furthermore, Dudena already has experience in the Federal Government. In 2016, during President Dilma Rousseff’s term, he served as Deputy Chief of Staff for Legal Affairs at the Civil House.
