Deputy Eduardo Bolsonaro (PL-SP) seeks to regulate digital influencers who promote betting and online casino sites. Last Monday (16), he presented a bill in the Chamber proposing specific rules for the dissemination of sports betting and online games on social networks.
The bill
Representative Eduardo Bolsonaro suggests that influencers obtain certification from the Securities and Exchange Commission (CVM) to carry out these activities. Thus, similar to what is required of autonomous investment agents.
According to the project, “certification will be the responsibility of the Ministry of Treasury and must include mandatory training on the risks of betting.
Therefore, include the presentation of real cases of bankruptcy, suicide and family separation resulting from gambling addiction. Finally, to ensure that the influencer is fully aware of the implications of promoting these activities.”
Guidelines for Online Casino Advertising
The proposal targets advertising exclusively at people over 18 years of age. Furthermore, it is necessary to use social media tools. This way, it will be possible to adequately restrict the audience.
Furthermore, campaigns must make clear the risks associated with betting. In case of non-compliance, the punishments applied to influencers will be similar to those applied by the CVM, ranging from light fines of R$10,000 to more severe penalties of R$1 million.

The deputy highlighted the urgency of the measure, stating that “this project appears as a necessary and urgent response to the countless cases of digital influencers promoting online betting without due regulation and transparency.
By equating influencers with autonomous investment agents, the text seeks to bring greater responsibility to these figures, who exert great influence on the public, especially the youngest and most vulnerable”.
According to the text, the initiative aims to protect the public and ensure that influencers are aware of the consequences of betting, contributing to a safer and more responsible environment.
