The Ministry of Treasury’s Prizes and Betting Secretariat (SPA-MF) held a meeting with states and the Federal District to discuss the creation of the National Betting System (Sinapo).
The meeting took place on Friday, April 4, and was attended by representatives from the Federal District and 14 states, including Minas Gerais, Paraíba, Paraná and Rio de Janeiro, which already explore fixed-odds betting.
The Secretary of Prizes and Betting, Regis Dudena, emphasized the importance of dialogue to build a unified system and to ensure compliance with betting laws in Brazil.
He stressed the need to strengthen cooperation between federative entities through partnerships between federal and state governments.
Regis Dudena stated: “This strengthening of cooperation between federative entities is essential, based on the articulation and strengthening of ties between the federal and state governments.”
Creation of the National Betting System (Sinapo)
The creation of the National Betting System (Sinapo) is part of the SPA’s regulatory agenda for 2025-2026 and aims to implement cooperative federalism. The ordinance establishing this agenda should be published after the public consultation, scheduled for next week.
In addition to the four states mentioned, other participants included Santa Catarina, Amapá, Maranhão, Ceará, Amazonas, Pará, Acre, Goiás, Bahia and Rio Grande do Norte.
These states are at various stages in the development of betting, ranging from advanced regulation to initial assessments of market participation.
Federal Government Initiative
State representatives praised the federal government’s initiative to share guidance, best practices and regulatory challenges. They expressed a desire to strengthen these exchanges of information.
Talita Feitosa, from the Pará government, highlighted: “This type of meeting is essential because only then is it possible to have a strong system, in which everyone talks. Promoting a single system is very important.”
Regis Dudena thanked the states for their presence and receptiveness, ensuring the continuation of this collaborative work to protect bettors and the popular economy.
He concluded: “These two points are the heart of regulation. Understand this meeting as an invitation to federative cooperation.”
Finally, in the next meetings, technical aspects and the responsibilities of each federative entity will be discussed.
