Last Tuesday (6), the City Council approved a complementary bill authored by the Executive that creates the ‘Lottery of the Municipality of Teresópolis – “Sorte Teresópolis”. It is an autarchy with its own revenue linked to the Municipal Department of Sports and Leisure of the municipality.
According to the government, the project meets the city’s need to invest in health, culture and education. “With its implementation, the objective is to increase investments in essential areas such as health, education, culture, among others.”
According to the Teresópolis City Hall, there are still no details on how the draws and prizes will work. “Loteria Sorte Teresópolis expects to make the first accreditation form available within six months. The lottery fully complies with current federal legislation and will operate exclusively with the lottery modalities permitted by this legislation,” the government points out.
The Complementary Bill that provides for the creation of the lottery amends Municipal Law 1,441/93, allowing the start of operations of the autarchy endowed with legal personality under public law, with its own revenue and technical, administrative, financial and asset management autonomy, with oversight powers.
“The lottery service of the Municipality of Teresópolis constitutes a municipal public service designed to generate resources to finance socially relevant activities related to the promotion of social rights”, highlights an excerpt from the law.
All proceeds from the collection of the municipal lottery service will be allocated to actions and services related to education, health, public safety, infrastructure, social actions, transportation, sports and services related to People with Disabilities.
“Sorte Teresópolis will require concessionaires and licensees to adopt practices dedicated to fostering responsible gaming and promoting sports integrity. Only lottery modalities and games defined by federal legislation will be permitted,” the bill also highlights.
How will the “Sorte Teresópolis” Lottery work?
In order to execute the project, new professionals are being sought. However, the main position is not held by the Chief Executive of the Municipality. Check out the positions created to begin the execution of the project:
- President of Sorte Teresópolis – Salary of R$ 5,986.22
- Legal Director – R$ 1,915.13
- Administrative Director – R$ 1,915.13
- Operational Director – R$ 1,915.13
The application of the lottery’s financial resources will be subject to the decision of its Management Board, composed of the positions above. “The Executive Board must ensure full observance of the principles of legality, impartiality, morality, publicity, economy and efficiency of public administration, in accordance with Article 37 of the Federal Constitution”, states the third paragraph of Article 3 of the Bill.
