The National Gaming Authority of France (ANJ) noted an improvement in operators in the “fight against fraud, money laundering and terrorist financing”. However, the ANJ added that, for some operators, a “margin for evolution” is still needed.
Each year, operators must submit an “action plan” to combat financial corruption for approval. This provision, the ANJ said, facilitates a “constant dialogue between operators and the regulator”, although casinos and gambling clubs are exempt.
In evaluating the operators’ action plans for 2021 and their implementation, the ANJ’s analysis was predominantly positive. The French regulator highlighted its “better identification and more in-depth risk assessment” along with a “willingness of operators to allocate sufficient human and material resources to fulfill their obligations”.
Additional feedback focused on improving the operators’ “alert system” as well as general compliance with suspicious transaction reporting procedures.
Regarding the efforts of operators in 2022, the institution encouraged them to disaggregate their risk analysis by betting offer, for example sports or horse racing betting, and distinguish the “degree of criticality” of the players.
In addition, the ANJ advised operators to strengthen their internal structures and the dedication of resources, ensuring their “asset freezing system in accordance with the legal provisions in force”. The entity also said that operators must “improve procedures to ensure effective and permanent internal control of compliance”.
Regarding the two operators in France, Francaise des Jeux (FDJ) and Pari Mutuel Urbain (PMU), the regulator encouraged them to “increase and strengthen checks at points of sale to retailers”.
About the ANJ
The ANJ is an independent authority reporting to the French Parliament. Isabelle Falque-Pierrotin was appointed President of the ANJ by presidential decree for a six-year, non-revocable term. The Council is composed of nine members (five women and four men).
The ANJ regulates licensed gambling and betting (online, at points of sale and at racetracks). And, oversees the casinos’ responsible gaming policy. In addition, the entity protects players, ensures that the legal offer of games is fair and recreational, combats illegal websites and money laundering.
