Recife wants to reduce taxes for bookmakers

Mayor João Campos (PSB) sent a bill to the Recife City Council that proposes reducing the rate of the Tax on Services of Any Nature (ISSQN) for companies in the betting, lottery and online gaming sector.

The proposal foresees a reduction in the rate to 2%. According to the information released, the objective of the proposal is to attract new companies in this segment to the capital of Pernambuco.

The text amends Municipal Law No. 15,563 of 1991, known as the Tax Code of the Municipality of Recife. Therefore, if approved, the new percentage will apply to the distribution and sale of lottery tickets, bingo, cards, betting coupons, prizes and capitalization bonds.

The measure follows a trend already adopted by other Brazilian municipalities. In addition, with the advancement of regulation of sports betting and online gaming, companies in the sector are looking for locations with more advantageous tax conditions to establish themselves.


Currently, Recife already offers a similar tax benefit, but restricted to the RECENTRO region, which includes the neighborhoods of Recife, Santo Antônio and São José, all in the central area of ​​the city.

The project extends this exemption to the entire territory of the municipality, allowing more businesses to choose the capital of Pernambuco as their base of operations.

The three teams from the capital have partnerships with bookmakers. Sport, which plays in the Series A of the Brazilian Championship, has the Betnacional brand printed on its main space on its uniform.

The Nautico Capibaribe Club, which competes in the Brazilian Championship Series C, has Esporte da Sorte as its master sponsor. The Santa Cruz Football Club, in turn, is sponsored by Bet dá Sorte.

In addition to the three clubs from the capital, the Pernambuco Football Federation (FPF) has a partnership with Betnacional, which sponsors the 2025 Pernambuco Championship. The last match of the competition takes place next Wednesday (2/04). The game takes place at Ilha do Retiro, Sport’s home ground, which faces Retrô, at 9:30 pm.
