Congressman Newton Cardoso Jr. believes that casinos in Brazil will be regulated soon

In an exclusive interview with SiGMA during the BiS SiGMA Americas conference, which ended yesterday (10), federal deputy Newton Cardoso Jr. expressed optimism and support for the growth of the gaming, casino and sports betting sector in the country.

On the issue of gambling regulation in Brazil, Cardoso Jr. acknowledged the challenges the country faces, particularly with regard to the responsible use of welfare income.

“We have a lot of people who are living on welfare income who are currently using it for gaming, and that’s not possible,” he said. He also stressed the need for clearer legislation that protects vulnerable populations while encouraging responsible growth of the industry.

Casino Investment and Its Advantages

He also stressed the need for reforms that “qualify the sector” and create a structured legal environment. “Investing in the legalization of casinos, for example, will improve our country and respect our people,” Cardoso Jr. said, highlighting the role the event can play in promoting understanding and progress.


Commenting on the regulatory journey, the congressman pointed out that Brazil, unlike many other countries, started with online gaming. “Given our tourism potential and the quality of the experiences we offer, it is inevitable that casinos in physical spaces will soon be approved by Congress,” he predicted, signaling a future expansion of the sector.

Deputy highlights BiS SiGMA 2025

In his remarks, Cardoso Jr. acknowledged SiGMA’s role as a key driver of international investment and dialogue. He called the event “the biggest conference of them all.” He also praised the organizers for their consistent effort to connect investors with Brazil’s political landscape.

“This is my fourth or fifth year participating,” he shared, emphasizing the constant evolution of the event and its growing importance for Brazil’s economic and regulatory environment.

“It is very important to make a connection between the policy formulation we have in Brazil and the fact that investors made this possible,” he said.

He also thanked Malta’s ambassador to Brazil, John Aquilina, for introducing him to SiGMA. As well as its founder, Eman Pulis, he also highlighted the collaborative spirit between Brazil and Malta.

“It is clear that when a country has such an investment in education, has a traditional investment in the internationalization of its economy, it becomes a nation larger than its geography and this is the case of Malta, it is much larger than the country itself because of the people who live there and the people of Malta are well respected and welcome in Brazil at any time”, he concluded.
