Sports betting PM accumulates more than 40 amendments in Congress

Deputies and senators have already included more than 40 amendments to the Sports Betting PM, that is, Provisional Measure 1,182, which regulates sports betting in Brazil.

The norm was edited by President Luiz Inácio Lula da Silva last week and includes a tax of 18% on the income of betting companies.

Parliamentarians have 120 days to consider the text.

Under the measure, which is already in effect, but still needs to be analyzed by the National Congress, the resources will be divided between:


  • National Public Security Fund (FNSP),
  • sports clubs,
  • education,
  • Social Security,
  • Sport Ministery.

According to the Minister of Finance, Fernando Haddad, the projection is that, initially, the federal government will account for around R$ 2 billion.

The ministry is betting on revenue growth of between BRL 6 billion and BRL 12 billion in the long term.

Some amendments want to insert new organizations in the allocation of resources to increase, or reduce, the participation of those that are already part.

How will the collection be divided according to the sports betting MP?

  • Social security: 10%
  • National Public Security Fund (FNSP): 2.55%
  • Basic education: 0.82%
  • Ministry of Sports: 3%
  • National Sports System (clubs and athletes): 1.63%

Amendments

According to an amendment presented by Deputy Julio Cesar Ribeiro (Republicanos-DF), the part sent to the Ministry of Sport should be distributed to the State and Federal District Sports Secretariats.

If the suggestion is accepted, the ministry would keep 2% of the total collection and the secretariats, 1%.

While the deputy from Minas Gerais Cabo Junio ​​Amaral (PL) wants to expand the part addressed to the FNSP – which will be responsible for inspecting companies, from 2.55% to 4.55%.

According to the deputy’s proposal, the companies, instead of keeping 82% of their total income, would keep 80% – and the difference of two percentage points would remain with the body linked to the Ministry of Justice and Public Security.

Deputy Fred Costa (Patriota-MG) wants to add an article to the text in which he obliges bookmakers to inform the Public Ministry in cases of suspected manipulation of results.

“This measure is crucial to guarantee integrity and transparency in the sports betting sector, in addition to contributing to the prevention and fight against criminal activities, such as match-fixing and money laundering”, says an excerpt from the justification for the proposal.

Former president of Flamengo and federal deputy Bandeira de Mello (PSB-RJ), in turn, intends to include a mechanism to regulate advertising by bookmakers.

Bandeira de Mello proposed changes to sports betting advertising campaigns to prevent excessive gambling.

Deputy Kim Kataguiri (União-SP) intends to include organizations that organize electronic sports (eSports) in the collection destined for the National Sports System.
