Senate postpones vote on the Legal Framework for Electronic Games

The bill that establishes the Legal Framework for Electronic Games had its vote postponed in the Senate.

Initially scheduled for Tuesday, the 15th, the evaluation of the proposal was removed from the agenda at the beginning of the session.

Rodrigo Pacheco, president of the Senate and member of the PSD-MG, opted for a more in-depth discussion of the project during a meeting with the leaders of the benches scheduled for Thursday, August 17th.

At this meeting, it will be decided whether the proposal will be submitted to further debates in the permanent committees of the House or if it will be taken directly to the plenary.

Senators are unhappy with the Bill

At the start of work on Tuesday, several senators expressed dissatisfaction with the project, notably Senator Leila Barros (PDT-DF) and Senators Marcos Pontes (PL-SP) and Carlos Viana (Podemos-MG).

One of the main reasons for this dissatisfaction, as pointed out by senators, is the inclusion of fantasy games in the comprehensive regulation of all electronic games.

Fantasy games are games that, in the senators’ opinion, share similarities with sports betting.

“For everyone I spoke with, fantasy games are more like a lottery with a fixed quota bet, known as sports betting, which is already being disciplined by provisional measure 1182, of 2023″, said Leila during the session, to what was supported by colleagues.

About the Legal Framework for Electronic Games

The project presents a broad definition for electronic games, which are characterized as software that incorporate visual and sound elements in order to provide entertainment.

In addition, the project encompasses the devices and accessories used to run these games, commonly called consoles, as well as mobile applications and online platforms.

The PL establishes that slot machines and the like do not fit the definition of “electronic game”.

Fantasy games, also known as eSports, are explicitly defined as those that take place in a virtual environment, based on the performance of athletes in real sporting events.
