Voting on the regulation of sports betting will resume in the Senate on Wednesday

The Senate’s Sports Committee (CEsp) resumes, this Wednesday, the 25th, the vote on the bill that provides for the regulation of fixed-odd sports betting.

At the last meeting, the 18th, the vote was postponed after a request for a collective view.

The text (PL 3,626/2023) establishes rules for authorizing the operation of betting systems, for advertising these games and for the allocation of taxes on revenue, among other measures.

A public hearing on the topic was held this Monday, 23, in the Senate. Furthermore, the debate included representatives from the betting sector, eSports, parliamentarians and health experts.


Sports betting regulation project received 80 amendments

More than 80 amendments were presented to the project, which is being processed urgently.

Therefore, the measure is used to speed up the processing and voting of legislative matters, dispensing with interstices, deadlines and regulatory formalities.

Senator Romário (PL-RJ), president of the commission, even read his opinion in favor of the proposition.

However, during the discussion of the matter, several members of the panel warned of insufficient time to examine the document.

The article deals with rules for authorization to operate this type of bet.

It also stipulates the percentage of federal revenue from the taxation of bets that will be allocated to various areas, such as social security, sport and tourism.

However, the issue has aroused criticism from parliamentarians who point to the social risks of gambling and the use of the activity for money laundering.

Fixed odds betting has been legal since 2018.

Processing

The project, from the Executive Branch, has already been approved by the Chamber of Deputies. The vote in the Chamber took place on September 13th.

However, the market criticized specific points of the project, such as taxation for operators and bettors and the grant model.

Now it is being processed simultaneously by the Economic Affairs Committee (CAE). Subsequently, the text will go to the Senate Plenary.

Therefore, the federal government’s expectation is that the proposal to regulate sports betting will be approved at the beginning of November.
