Until midnight on August 20, the Secretariat of Prizes and Bets of the Ministry of Treasury (SPA-MF) received 113 requests from 108 betting companies, popularly known as bets, to explore fixed odds betting. Companies signed up to the Betting Management System (Sigap).
The analysis of requests will take place in 2024. If approved, they may begin operating on January 1, 2025.
Treasury estimates that R$ 3.4 billion in revenue
The Ministry of Treasury plans to raise up to R$3.4 billion this year just through the payment of grants. It is estimated that around 220 sites can offer regulated betting, as each order allows up to three brands. The registration period remains open, but requests already made will be prioritized.

The sector responded positively, showing that there are many serious companies that intend to act in compliance with the legislation, which is the best way to meet the personal, social and economic needs of the activity.”, reported Dudena.

Specific rules for operating in the Brazilian betting market
From 2025, only authorized bets that fully comply with the regulations will be able to operate in Brazil. Therefore, the government will consider unauthorized companies as illegal and prohibit them from advertising and sponsorships.
The regulation includes specific rules on means of paying prizes, combating money laundering and responsible gambling. Authorized companies must be incorporated in Brazil and only operate on websites with the “.bet.br” domain. This will ensure:
- Legal and safe environments for bettors
- Prohibition of access by children and adolescents
SPA-MF will inspect authorized companies through its own system. This database will allow the government to monitor the behavior of bettors. This way, you will be able to monitor the evolution of the volume of bets and help control the calculation bases for taxation.
“The market has already understood that there is only one way to operate nationally in Brazil: complying with the law and rules, respecting people and with authorization from the Ministry of Treasury,” concluded Regis Dudena.
