Ministry of Treasury publishes Regulatory Agenda for betting in the 2025/2026 biennium

The Prizes and Betting Secretariat of the Ministry of Treasury (SPA-MF) published this Wednesday (16) the SPA/MF Ordinance No. 817/2025 in the Official Gazette. The document establishes the Regulatory Agenda that will guide the secretariat’s priority actions during 2025 and 2026.

The construction of the agenda involved popular participation through a public consultation held between February 10 and March 27 on the ‘Participa + Brasil’ platform, which received 196 contributions.

Additionally, a public hearing took place on February 21 to complement the process.

Regis Dudena, Secretary of Prizes and Bets, signed the regulation, highlighting that the defined agenda does not prevent the creation of specific or complementary regulations that the technical areas consider necessary.


Furthermore, the ordinance preserves the competence of other federal bodies to issue regulations in their respective areas.

Thematic axes of the Regulatory Agenda

The agenda establishes three main axes:

  • Promotion of responsible gambling, prevention of pathological gambling and mitigation of externalities
  • Promotion of a balanced, transparent regulatory environment with adequate levels of compliance
  • Strengthening national regulation and supervision

Implementation schedule

Second quarter of 2025

  • Development of a platform for consulting and sharing data on self-excluded and banned bettors
  • Improvement of the model for allocating resources related to the use of athletes’ images, sports symbols and other rights
  • Defining parameters to create a distinctive seal for authorized Betting Agent Operators

Third quarter of 2025

  • Modernization of trade promotion regulations
  • Review of the regulations on the Exclusive Instant Lottery (LOTEX)
  • Regulation of the economic chain associated with betting operators

Fourth quarter of 2025

  • Establishment of a National Betting System
  • Improving services for gamblers and their families with gambling addiction or disorders

First quarter of 2026

  • Consolidation of inspection procedures
  • Review of the procedure for authorising betting agents

Second quarter of 2026

  • Review of requirements for recognition of the operational capacity of certifying entities

Third quarter of 2026

  • Review of the regulation of the early withdrawal of popular savings

Fourth quarter of 2026

  • Review of the sanctioning regime in the context of the commercial operation of fixed-odds betting
