Bill 1658/23, already approved by the Senate and currently under analysis in the Chamber of Deputies, proposes a significant change in the allocation of resources collected by sports lotteries.
The proposal aims to strengthen the National Land Credit Program (PNCF) by directing part of the net values from three annual competitions for this purpose. This measure seeks to expand access to rural credit, benefiting small family farmers and rural workers.
Objective of the project with lottery resources
The main objective of the project is to strengthen rural credit financing through the PNCF. This program offers financing lines for the purchase of rural properties and for structuring agricultural production.
According to Senator Jaime Bagattoli, author of the proposal, “reality has shown that access to the PNCF has not been satisfactory given the scarcity of resources”.
Thus, the proposal aims to allocate the amounts to the Land and Agrarian Reform Fund, known as the Land Bank.
Currently, Law 13,756/18 already allocates the income from three annual lottery competitions to the Brazilian Red Cross and to the federations of the Associations of Parents and Friends of the Exceptional (Fenapaes) and the Pestalozzi Associations (Fenapestalozzi).
The proposal under discussion seeks to redirect part of these resources to land credit, promoting rural development and the economic sustainability of agricultural communities.
The project is being finalized and will be analyzed by several committees. Among them are the Agriculture, Livestock, Supply and Rural Development Commission. In addition, it will go through the Finance and Taxation Commission.
Finally, it will be evaluated by the Constitution, Justice and Citizenship Commission. For the text to become law, the Chamber of Deputies needs to approve it.
