The Secretariat for Investment Partnerships (SPI) announced, this Wednesday (16), the new dates for the auctions for New Schools (East Lot) and the São Paulo State Lotteries.

The public sessions regarding the West Lot of Schools and Rota Sorocabana will continue scheduled for October 29th and 30th, respectively.

Changes impacting the lottery sector

With regard to lottery services, International Competition No. 01/2024, which deals with the concession of these services, has undergone changes. Originally scheduled for October 28th, it will now take place on November 1st, 2024, at 2pm, on B3.

The new date for receiving envelopes was brought forward to October 28th, between 10am and 11am. The concession project covers five types of lottery:

  • Specific prognosis
  • Sports prediction
  • Numerical prediction
  • Instant
  • Passive

In other words, the state will be able to offer these modalities both in physical spaces and online, expanding options for all citizens.

Furthermore, the company that wins the bid will be responsible for installing at least 31 points of sale. Therefore, these points will exclusively sell the concession’s products in different administrative regions.

Investments and expected return

The investments planned for this project include management and operation systems for lottery modalities. Therefore, the government will require international certifications to guarantee safety and suitability. It is important to note that participation in games will be restricted to people over 18 years of age.

The expectation is to raise R$3.4 billion in grants over the next 15 years, with the amount collected being allocated to public health. Therefore, the minimum bid stipulated for the auction was set at R$260 million, highlighting the potential revenue that the concession of lottery services can generate for the state.

With these changes, both school auctions and lotteries become an important alternative for generating revenue and developing infrastructure in the state. The expectation is that these initiatives will contribute not only to education, but also to public health.
