The iGaming industry is closely following the first steps of the Brazilian regulated market. This was one of the main topics at ICE Barcelona 2025, held last week. Specialist Fábio Tibéria, from FT Consulting, participated in the event, analyzed this new phase and pointed out some obstacles to be overcome.
Asked about ICE, he highlighted that the event is proof of the strength of the betting market. “ICE is wonderful. Barcelona is huge. This is a demonstration of the strength of the market. This is the year of regulation in Brazil, which interests us most”, he stated.
Furthermore, he believes that Brazil will be one of the biggest markets on the planet and has everything it needs to surpass England in betting volume and revenue. “We are in a moment of waiting, awaiting the numbers and results of these first months. The market had a slight drop due to the necessary adaptations”, he considered.
Federal license x state lotteries
According to Fábio Tibéria, it is necessary to be very careful about the taxation of the sector so as not to stimulate the irregular market. “In an ecosystem like ours, companies pay almost 48% in taxes, remembering that we may have the selective tax added in the coming years. I think this ecosystem will collapse with this type of tax”, he stressed.
The expert also gave his opinion on the case involving the Rio de Janeiro State Lottery (Loterj). “In my view, the first regulation in Brazil was by Loterj, 34 years ago. This dichotomy between Loterj and Federal (regulation) should not exist. We should have a democratization of games. Brazil lost many operators in the last year”, he commented.
Tiberia continued: “Loterj could coexist with Federal (regulation), as well as other state lotteries, and not create a monopoly system for a few. I think many operators will not be able to survive”, he concluded.
