Public consultation on betting regulation ends today; agenda to be published in April

The Prizes and Betting Secretariat (SPA) of the Ministry of Treasury ends this Thursday (27) the public consultation on the regulation of online betting platforms, better known as bets, in Brazil.

The contribution period, which began in February, allowed individuals and companies to submit suggestions through the Participa + Brasil platform. SPA announced that the regulatory agenda with new guidelines will be released in April.

The consultation covered not only the infra-legal regulation of the platforms, but also the definition of priority topics and their order of treatment.

The original proposal may be subject to adjustments based on suggestions received. Furthermore, the new legislation may directly impact the operation of companies in the sector.

Commercial promotions and registrations of people prohibited from betting

SPA also included issues such as commercial promotions and the regulation of the instant lottery (Lotex) on its regulatory agenda. These measures are part of the process that began last year, when the regulation of the sector was discussed and implemented as of January 1.

Since then, only authorized companies can operate in the country. The regulation seeks to ensure greater control over betting and increase tax collection.

In February, the SPA announced the creation of a national registry of people banned from betting. This database will include individuals barred by law, such as sports directors, players, coaches, referees, minors and members of regulatory bodies.

In addition, the list will also include those banned by court order. This initiative aims to increase transparency and reduce the risk of sports manipulation.

The details of this registry will be the subject of a new public consultation between April and June. The negative list is expected to come into effect in the second half of the year.

Therefore, SPA will include the creation of this database among the first items on the regulatory agenda for April. The agency also intends to integrate this system with other databases to reinforce its effectiveness.

Bets CPI

This week, the Bets CPI advocated measures to reduce the time Brazilians spend on online betting platforms. The proposal seeks to mitigate the negative impacts of excessive gambling and may result in new control rules.

The debate about the amount of time users are exposed to betting should be highlighted in upcoming discussions about regulating the sector.
