Creation of National Betting System on SPA’s agenda

The creation of the National Betting System with the participation of all States and the Federal District is a proposal from the Prizes and Betting Secretariat of the Ministry of Treasury (SPA-MF).

In order to advance this matter, the Secretary of Prizes and Bets, Regis Dudena, sent a letter to all states. The document is an invitation to discuss the proposal in a meeting on April 4, from 10 am to 5 pm, at the headquarters of the Ministry of Treasury, in Brasília.

According to information from SPA, the letter asks the states to appoint a representative to attend the meeting. In addition, it asks the states to submit up to three topics relevant to the National Betting System. The agenda for this first meeting includes these suggestions for progress on the subject.

What does the Prizes and Betting Secretariat say about the proposal?

The secretary, Regis Dudena, highlighted the importance of the SPA and the Ministry of Treasury in regulating fixed-odds betting at a national level.

“The establishment of a National Betting System, as an implementation of cooperative federalism, is seen as a priority issue for the SPA/MF, being Project No. 08 of the SPA/MF Regulatory Agenda for the 2025/2026 biennium, currently open for Public Consultation.

“This is because, in order to duly comply with the legal provisions applicable to the subject of the fixed-odds lottery betting modality throughout the national territory, it is necessary to strengthen cooperation between the federative entities, based on the articulation between the Federal Government and State Governments, disseminating good practices, minimum national standards of Responsible Gaming, technical requirements for systems and games, as well as combating money laundering and sports integrity, all in compliance with the Constitution and the national application of the aforementioned Federal Laws”, states Dudena, in the letter sent to the States and the Federal District.

Dudena also advocates for everyone’s participation in the construction of the National Betting System. “Essential for the democratic and effective construction of a National Betting System, seeking to strengthen federative ties and improve the application of legislation relevant to fixed-odds betting in Brazil,” he concluded.
