The National Consumer Secretariat (Senacon), which is part of the Ministry of Justice and Public Security, together with the Prizes and Betting Secretariat (SPA) of the Ministry of Treasury, announced that all online betting companies must register on the website Consumidor.gov.br to operate in Brazil.
This measure ensures the rights of bettors and therefore offers them a direct and efficient channel to register and follow up on their complaints.
Wadih Damous, the National Consumer Affairs Secretary, stressed the importance of this guideline. He argued that “the mandatory registration on Consumidor.gov.br is a fundamental step to ensure that bettors’ rights are respected.”
“Now, Brazilians have a direct and efficient channel to register and follow up on their complaints, strengthening the balance in consumer relations,” he added.

Meanwhile, Régis Dudena, the Secretary for Prizes and Betting, highlighted the importance of transparency in bookmakers’ operations.
“The participation of betting operators in the Consumidor.gov.br platform reflects the Ministry of Finance’s commitment to ensuring that all practices are carried out in accordance with legal standards, with respect for consumer-bettors.”
Monitoring and transparency in the betting sector
The inclusion of betting companies on the platform will allow bodies of the National Consumer Defense System to monitor and oversee consumer complaints.
With this, the sector reinforces its security and reliability. The Consumidor.gov.br website, known for having already completed more than 8.9 million complaints and a resolution rate of around 81%, now emerges as a key channel for protecting bettors.
