The Treasury Ministry’s Prize and Betting Secretariat (SPA-MF) has announced a 90-day extension to the deadline for betting operators to organize non-profit associations.
These associations will be responsible for passing on the proceeds from fixed-odds bets, covering sports and online games, to the stipulated legal beneficiaries.
This extension was announced through Ordinance SPA/MF No. 754/2025 in the Official Gazette of the Union. It adjusts the initial deadline established by Ordinance SPA/MF No. 41/2025, which instructed operators to form such associations to manage the transfers specified by Law No. 13,756/2018 and Law No. 14,790/2023.
Operators may form more than one association, as long as there is no simultaneous membership. Interested operators must deposit the amounts in a specific checking account for transfer.
This ensures that, if they choose a private entity responsible for the transfers, the amounts are adequately provisioned.
Understand the deadline extension for betting operators
Initially, the deadline was three months from January 10, 2025, the date of publication of Ordinance No. 41/2025. The possibility of extension was already foreseen and has now been officially implemented.
Sports entities and other institutions focused on promoting sport are the main beneficiaries of these associations.
The extension benefits operators who expressed interest in joining within the original deadline. These operators now have additional time to ensure that the earmarked funds are properly provisioned until the associations are fully operational.
In this way, the measure allows operators to adjust their operations in accordance with legal guidelines, ensuring effective and correct transfers.

Extends the term provided for in art. 7, §1, of SPA/MF Ordinance No. 41, of January 10, 2025.
THE SECRETARY OF PRIZES AND BETS OF THE MINISTRY OF TREASURY, in the exercise of the powers conferred upon him by art. 55, paragraph I, item “d”, of Annex I to Decree No. 11,907, of January 30, 2024, and in view of the provisions of Law No. 13,756, of December 12, 2018, in Law No. 14,790, of December 29, 2023, and in SPA/MF Ordinance No. 41, of January 10, 2025, resolves:
Art. 1 This Ordinance deals with the term provided for in art. 7, §1, of SPA/MF Ordinance No. 41, of January 10, 2025, referring to the provisioning of transfers provided for therein until the full operation of the association governed by art. 4.
Art. 2 The term provided for in art. 7, §1, of SPA/MF Ordinance No. 41, of January 10, 2025, is hereby extended by 3 (three) months, with regard to betting operators who have communicated their option within the term provided for in §3 of art. 7, §3, of this Ordinance.
Art. 3 This Ordinance shall come into force on the date of its publication.
