Ministry of Treasury presents betting regulation and next steps at SBC Summit Rio

The Prizes and Betting Secretariat of the Ministry of Treasury (SPA-MF) presented, last Wednesday (26), during the SBC Summit Rio, the challenges of the process of creating the regulated betting market for sports betting and online games in Brazil and what is to come, from now on.

With the theme “Regulation: inside the law that transformed betting in Brazil”, the main round table of the event included the participation of the Deputy Secretary of the SPA, Carolina Yumi, the Undersecretary of Authorization, Daniela Olímpio, and Senator Irajá, rapporteur of Bill No. 2,234, which deals with the legalization of forms of land-based betting, such as casinos, Jogo do Bicho and bingos, among others.

Carolina Yumi took stock of the work done by the Ministry of Treasury so far, and explained that the second phase of regulation is beginning with a public consultation on the new Regulatory Agenda. Furthermore, the deputy secretary also spoke of SPA’s concern with Responsible Gaming and the protection of bettors’ rights.

While Undersecretary Daniela Olímpio highlighted the magnitude of the effort of the team involved in the authorization process to process 114 requests in time for the approved companies to start operating on January 1, 2025.


Bet Management System

In another round table held with the Superintendent of Products and Services of the Federal Data Processing Service (Serpro), Eliana Kato, the Undersecretary of Monitoring and Inspection at SPA, Fabio Macorin, highlighted the importance of the Betting Management System (Sigap) for monitoring the market.

According to him, Brazil is one of the few countries in the world to monitor betting centrally.

Sigap provides a database not only for SPA, but also for other areas of the federal government. According to Eliana Kato, in the second month of operation, the system received around 500 million pieces of information per day, on average.

Macorin highlighted the importance of the partnership with Serpro, in the construction of this system that was commissioned by the Ministry of Treasury even before the creation of SPA.
