The Prizes and Betting Secretariat of the Ministry of Treasury (SPA-MF) will hold an online public hearing this Friday (21), from 2pm to 4pm. Interested parties must register on an electronic form to receive the access link.
SPA’s general coordinator of Regulation, Francisco Carvalheira, will lead the event, which is part of a public consultation that began on February 10th and ends on March 27th.
This initiative opens up space to listen to the population, companies in the sector, consumer-gamblers and other interested parties. The SPA completes one year of existence on the same day as the hearing.
The Secretariat began its activities three weeks after its creation by decree on January 31st. The Regulatory Schedule, which will be released on April 4, will define goals for both the last three quarters of 2025 and all of 2026.
This will include input gathered during the process. In addition to betting, the regulation of commercial promotions, the Exclusive Instant Lottery (Lotex) and the capture of popular savings are on the agenda.
SPA proposal
During the launch of the public consultation, SPA presented a proposal for a Regulatory Agenda with 14 themes. The first theme involves the creation of a national database of people prohibited from betting, including athletes and public servants, as well as self-excluded people.
Regis Dudena, Secretary of Prizes and Betting, highlighted: “Regulation is cyclical and must be transparent and responsive. We constantly need to identify demands and build solutions.
To this end, it makes sense to always listen to the entire regulated sector, everyone who is interested in speaking out on the subject. In this Friday’s hearing, we will present the proposal for a regulatory agenda, to provide predictability and legal certainty.
And, for its construction, we chose to invite society to comment on the themes and their timeline.”
The first phase of the regulation of sports betting and online gambling was completed in 2024. With the start of the regulated market on January 1, 2025, the application and evaluation of the new rules also began. Now, the second phase of the regulatory agenda will begin.
The public hearing is an opportunity for all interested parties to contribute to the construction of an effective and comprehensive regulatory framework, thus ensuring a safer and better regulated betting environment.
